Meeting Minutes
October 13, 2011
A regular meeting of the board of directors of the Dakota Ridge Homeowners Association was held on October 13, 2011 at 8:30 a.m. in the Board Room of The Commercial Property Group, LLC at 3001 S. Lincoln, Steamboat Springs, Colorado.

The first item on the agenda was the Road report. David Zedeck noted that there is nothing new to report.
Under the ARC report, Mindy stated that a driveway repair was done, but no approval was needed. A letter was sent out with the water billings reminding owners of the process for any work done on a lot is outlined in the Association’s governing documents. Medora and Mindy will meet to finish up review and update of the ARC Guidelines. Medora reminded the Board that the ARC does not enforce the guidelines, the Board enforces them.
Under the Financial report Medora stated that the Budget to Actual were in good shape, noting that water system repair expense was higher however. She stated that the Budget is positive with expenses that the Association has control over and is still on track.
Under the Water report, H.C. Pace reported that the schedule for water line replacement is to be done by year end. Third quarter water billing is complete. A list of high users shows that there is a slight change from the same high users this quarter of last year. The high users are using approximately seven to eight times more than an average user. The neighborhood’s water usage is governed by the State of Colorado. If the pump permit limit is ever exceeded, the water could be shut off. Medora will send out a letter and or phone call to the eight highest users expressing the need for conservation practices. Discussion ensued including the Board addressing the water billing tier system, location within the neighborhood of the highest users, use of a water engineer for accurate average water user information and a neighborhood meeting concerning water usage. H.C. stated that the newly formed water sub-committee will convene again in the near future.
An association member expressed concern about bicycle riding in the neighborhood by non-residents. There was discussion about using signage as a way to warn cyclists to respect the neighborhood. Medora will include in the outgoing letter previously mentioned to ask everyone to self-police the neighborhood regarding bicycles.
The Holiday Party will be hosted by the Hayden family on December 28th.
Carrie Hayden was previously accepted to the Board by unanimous consent to fill the vacant seat left by Tim DePuy as provided for in the Association’s governing documents.
The next meeting is scheduled for Thursday, November 10th at 8:30 a.m.
The meeting was adjourned at 10:00 a.m.
